The COVID-19 Vaccine Implementation Program (CoVIP)
Mission & Objectives
CoVIP’s mission was to ensure that select low- and middle-income countries were ready and able to deploy, effectively use, and evaluate COVID-19 vaccines in order to:
- Protect people from COVID-19
- Enhance Global Health Security
- Strengthen capacity to vaccinate
Technical and Financial Support Offered by CoVIP Included
Vaccine Roll-Out Support:
- Implementation assistance, including detailed planning at the sub-national level
- Development of protocols for introducing new vaccines
- Supported in managing, distributing, and monitoring vaccines and related supplies
Communication and Engagement:
- Creation of communication materials to engage policymakers and increase vaccine demand
- Building vaccine confidence through accurate risk communication
- Supported work directly with communities to build vaccine demand and enhance vaccine confidence
Policy and Advisory Support:
- Strengthening national immunization advisory groups for evidence-based policymaking
- Assisting in program planning and policy development, including targeting special populations

Program Management and Evaluation:
- Supported program monitoring and evaluation, data analysis, and ensured vaccine safety through surveillance systems
- Designed evaluations post-vaccine introduction to assess system performance and vaccine effectiveness
Capacity Building and Workforce Development:
- Enhanced workforce development, training methods, and conducted needs assessments
- Strengthened National Immunization Technical Advisory Groups
Surveillance and Epidemiological Analysis:
- Designed and strengthened surveillance programs for vaccine preventable disease Surveillance

The global impact and threat of the COVID-19 pandemic required speed and creativity. CoVIP swiftly mobilized resources and expertise, focusing on urgent vaccine deployment in underserved low- and middle-income countries. The program’s unique approach not only supported countries to respond to COVID-19, it boosted adult vaccination programs through strategic sub-awards and expert technical assistance, delivering insights adaptable to future health crises.
The CoVIP team, made up of technical experts from The Task Force for Global Health, the US CDC, and country-based technical experts – emphasized a strategy of drawing from national and regional experience – promoting country ownership, resilience, and sustainability.
